The traditional consulting model has a problem: style is often prioritised over substance, leaving clients with little confidence in the value of the work. Citizenry was founded on the belief that the quality of the work matters, and that public institutions deserve to be left stronger than we found them.

About Citizenry

We think public servants are awesome.

Yet too often, pressure and culture mean that opportunities to think creatively are limited. We can work alongside you to help you find more novel ways to tackle the challenges you face — bringing the best of outside, inside.

We speak your language, share your values and — as a network of ex-public servants — can save you the many months of time that those new to government would take in getting up to speed.

Clare Dobson

Associate Director

After more than 20 years working at the highest levels of government, Clare now helps organisations solve complex policy challenges with clarity, creativity and confidence. She specialises in strategy and policy development, organisational transformation, and navigating complex stakeholder environments. Clare has led major programmes across government, advised ministers and boards, and brings deep expertise in energy, net zero, cyber security and national resilience. She is a qualified executive coach.

Kate Sturdy

Associate Director

Kate is an experienced executive coach, specialising in leadership development for individuals and senior leadership teams with high-stakes, challenging jobs. She is known for her combination of warm empathy, calm focus and forensic thinking. Kate has over 20 years senior leadership and management experience and has delivered successful outcomes in policy and business operations. She has a strong track record in learning and development and change management, working extensively with Boards, senior operational, policy and strategy leads, front-line practitioners and politicians.

Chris Carr

Associate Director

After a career leading regulation and policy at the heart of government, Chris now helps organisations navigate complex regulatory environments and shape policy that supports innovation and economic growth. He specialises in regulatory reform, public policy, government affairs and strategic advice. Chris previously served as Director of Regulation at the Department for Business and Trade, where he led work to design more effective regulatory systems and support innovation across the UK economy.
